HR Operations is a unit within Human Resources in the Finance and Administration portfolio. They provide analytical support related to human resource data and information and respond to ad hoc and monthly information requests. They oversee and administer personnel actions to ensure accurate status and record keeping for employment records in the HRIS and talent systems. HR Operations collaborates with other University HR units, the Office of the Provost, the Payroll Department, and departments and units across campus to provide personnel reports, and ensure compliance with the CBA’s and timely and accurate processing of personnel action records associated with each faculty and staff member’s employment status.

Position Summary
As the University of Oregon develops innovative educational programs and leading-edge research in a resource-constrained environment, we are turning to data-driven decision-making more than ever before. In Human Resources, we rely on accurate employee and payroll data to connect with and inform our employees, develop accurate workforce projections, further institutional priorities related to building a diverse workforce, and meet regulatory requirements.

In this dynamic data environment, the HRIS Data Analyst fills a critical role in creating, maintaining, and supplying human resources data to unit and institutional leaders as we create an inclusive and welcoming environment for our employees. The Data Analyst responds to information requests by building queries, reports, dashboards, and other resources out of the Cognos business intelligence and other reporting tools.

The Data Analysts oversees the creation and HR approval of personnel and pay actions for all employee groups and acts as the primary liaison between HR and the Payroll Office. The Data Analyst has responsibility for maintaining personnel records in the Banner Human Resources Information System (HRIS) in compliance with collective bargaining agreements, university policies, and federal and state laws.

The HRIS Data Analyst will coordinate with other Human Resources staff and serve as a liaison with Office of the Provost, Office of the Vice President for Finance and Administration, HR Partners, Payroll, Institutional Research, and General Counsel's office for data provision and analytics needs. In collaboration with the HR Operations team and Information Services partners, the Data Analyst may also troubleshoot system configurations and participate in workflow optimization activities.

Minimum Requirements
• Bachelor's degree in business or related area plus two years of experience working in human resources, payroll administration or other relevant experience, OR equivalent combination of education and related experience
• Two years of experience in data analysis or reporting
• Experience generating or reviewing complex documents in areas such as, but not limited to, record management, human resources records compliance, labor agreements, and personnel/payroll systems maintenance

Professional Competencies
• Demonstrated proficiency with MS Office Suite (or similar)
• Advance skill in MS Excel or similar
• Excellent analytical and problem-solving skills, including innovative thinking
• Excellent customer service and oral and written communication skills
• Ability to effectively communicate complex information to individuals from diverse backgrounds and cultures
• Understanding of local, state, and federal laws involving employment, HR, and HR policies
• Dedication to process improvement, including applying change management experience to facilitate movement to new levels of quality

Preferred Qualifications
• Experience working in a highly regulated environment
• Proficient with or the ability to quickly learn the university’s HRIS, payroll, and similar employee management software (BANNER, PageUp People)
• Experience working with Cognos or other similar business intelligence software
• Experience with compiling and providing data for an annual Affirmative Action plan and/or for Vets 4212 Contractor Reporting
