Department Summary
Print Services provides and procures digital and offset printing and bindery services to the university community, and also manages Self Serve copying in the Tech Desk and Print Services location in the EMU and the university-wide fleet copier and printer programs. We aim to provide high-quality products quickly, efficiently and cost-effectively. Print Services is an auxiliary unit within the Campus Services group in the Finance and Administration portfolio. Print Services covers its own expenses and operations through sales and services.

Position Summary
This Bulk Mail Program Specialist oversees the bulk mail unit, including its equipment and specialized software applications. This position provides technical knowledge and mechanical skills to accurately and efficiently move the universities large bulk mailings into the United States Postal mail stream. This Administrative Program Specialist position will be responsible for understanding and communicating the complex regulations of the United States Postal Service and ensuring compliance with the standards associated with permit mailing, nonprofit compliance, presorting, and bulk mail handling. This position will be required to maintain expertise of the mailing industry and changes within the United States Postal Service by utilizing mailing resources such as the Domestic Mail Manual, International Mail Manual, and working directly with US Postal personnel within the bulk mail entry unit.
This position communicates on a regular basis with individuals and groups at all levels of the university, as well as the general public, to provide or request information, respond to questions, resolve and/or negotiate solutions to problems, and interpret rules, regulations, and institution policies and procedures.
This position will also oversee the office operation of the department and support the department’s Management team in making sure the policies and procedures of the university are followed and that the business operation runs smoothly. Responsibilities include oversight of the billing process, accounts payable and receivable, reconciliation of accounts, production purchasing and inventory management. Position is also conversant with all other essential office positions and can back-up as needed.
The Bulk Mail Program Specialist will report to the Print Services Manager. This position will be expected to work with a high degree of independence, utilizing only general oversight from the manager. Completed work is reviewed as needed for accuracy, adherence to deadlines, and conformance to applicable laws, rules, policies, procedures, and other guidelines.
This unit may provide essential services during times of emergencies and inclement weather. This position may be required to fulfill essential services and functions during these times.
Minimum Requirements
• Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations; OR
• An equivalent combination of training and experience.
One year of postsecondary education may be substituted for up to one year of the experience.
Professional Competencies
• The ability to operate computerized equipment and diagnose problems.
• Accurate typing skills, good telephone etiquette, knowledge of software programs. Be familiar with all mail classes, including standard non-profit and periodicals.
• Familiarity with label placement, strapping, traying, sacking and palletization rules of bulk mail preparation.
• The skill to work cooperatively with a wide variety of personalities for the benefit of the department and the university.
Preferred Qualifications
• Two years’ experience in a customer service role
• Two years’ experience coordinating or managing a program including scheduling and labor distribution
• Experience with all mail classes, including first class, presorted, nonprofit, and business reply.
