Department Summary

University Health Services (UHS) is a unit within the Division of Student Services and Enrollment Management and is a nationally accredited (AAAHC) outpatient clinic providing primary care to students at the University of Oregon. All staff are required to uphold the values of the UHS.

This position works in support of the University Health Services mission and vision and is consistent with UO policy. Some aspects of this position may be completed in collaboration with other University departments.

Position Summary

The Associate Director, Chief Clinical Applications and Health Informatics Officer supports healthcare operations at UHS in two main arenas: 1) by directing the clinical applications within our Electronic Health Records (EHRs) and 2) by leading our health informatics endeavors.

This position requires a person with high level critical thinking skills, attention to detail, and advanced project management capabilities. At the same time, the position requires a person who is creative, innovative, adaptive to different learning styles, able to tell a compelling story, and willing to think outside the box. Solutions to problems in this person’s portfolio will require both right brain and left brain thinking!

Clinical Applications: UHS EHR systems include medical, mental health, laboratory, radiology, pharmacy, and dental. The EHRs support clinical workflows, patient information, clinical interfaces, patient portals, appointment scheduling, and revenue cycle management. UHS EHRs are the backbone of the organization. These are complex systems that are heavily utilized throughout all areas of the organization. This position will be responsible for:
• Collaborating with EHR end-users to understand current workflows and find ways to improve them via template and form design, configuration, customization, automation, workflow optimization, and continuous training.
• Working in tandem with the UHS chief compliance officer, UHS information technology team, and the UO technology and security team to ensure compliance and adherence to HIPAA privacy and security regulations of the UHS systems.
• Ensuring our EHR systems comply with and support UHS AAAHC accreditation.
• Serving as chair for EHR Committee, analyzing, prioritizing and leading all projects, enhancements, and change implementation for all clinical systems within UHS.
• Serving as primary liaison with EHR vendors.
• Serving as primary trainer for all new and existing users of the EHRs, including creating and maintaining training manuals, job aids, modules and hands-on training.

Health Informatics: Our healthcare systems generate an enormous amount of data each day. Analyzing, understanding, and communicating that data to healthcare professionals and administration is vital to making meaningful changes to improve our care. This position is responsible for:
• Developing tools and processes that turn data into meaningful reports, with an understanding of the many different learning styles of end-users.
• Working closely with directors and end-users to analyze the assessment needs of their respective areas and helping design, implement, and report on meaningful metrics.
• Providing the leadership team with information that will inform and impact their decision-making to support operations.
• Creating regular high-level reports to help tell the story of UHS to our staff, faculty, students and community.
• Creating training approaches for the UHS staff to get the most out of the business intelligence dashboards and the reporting tools they have access to.

This position will report directly to the Executive Director.

This position requires successful completion of a criminal background check and routine screening of Medicaid and Medicare Exclusion Lists. Employee loses eligibility for employment if on the List of Excluded Individuals and Entities (LEIE) and/or System of Award Management (SAM). In addition, employee must follow Compliance with UHS policies regarding tuberculosis screening, measles and mumps (MMR), seasonal flu, hepatitis B, and other immunization requirements.

Minimum Requirements

• Bachelor’s degree in healthcare information systems, clinical informatics, nursing, or other health-related field; OR
• Five years’ recent experience working in a clinical environment with EHR/PM applications; OR
• An equivalent combination of related health care/health informatics education and related experience.

AND in addition to one or more of the requirements above:
• Five years’ recent experience working in a clinical setting with an EHR/PM that manages complex clinical workflows, either as a clinician or in another role.

Professional Competencies

• Thorough knowledge of EHR-related applications and interfaces.
• Ability to work effectively in a team environment related to the EHR.
• Ability to manage multiple tasks and projects simultaneously across a variety of customers.
• Ability to proactively communicate in a professional manner, both verbally and in writing, including one-on-one and in group settings.
• Strong organizational skills including the ability to set priorities, problem solve, demonstrate initiative, and exercise sound independent judgment.
• Ability to interact and communicate effectively with individuals from diverse backgrounds and teams in a collaborative manner.
• Ability to explore user needs to facilitate best options and solutions.
• Ability to work independently with little direction.
• Knowledge of HIPAA and FERPA, and other applicable laws relating to health information.

Preferred Qualifications

• Experience working in a college health setting.
• Experience in working in clinical service delivery in any of the following designations: Registered Nurse, Nurse Practitioner, Medical Assistant, Physician with MD or DO degree, Athletic Trainer, Physical Therapist.
• Experience in creating clinical workflows.
• Experience working with college health software, and related clinical interfaces.
• Experience managing healthcare information and data.
• Experience developing training programs for new and existing staff on the effective use of the EHR.
• Experience in change management.
