Department Summary

The Oregon Career Information System (Oregon CIS), designated by Executive Order No. 01-08 as the state’s official career information delivery system, is a consortium of state and local agencies devoted to developing and disseminating current, state-based career information. Administered by the University of Oregon as an outreach center within the College of Education, Oregon CIS maintains a network of linkages with data-producing agencies, education service districts, school districts, community colleges, and over 600 user sites throughout the state. With funds from consortium members, Oregon CIS maintains a staff to produce career planning information and support materials, manage computerized delivery systems and other products, and provide training and support to user agencies and schools.

Position Summary

The User Services Specialist is part of a team that provides support to Oregonians as they use the Oregon Career Information System (CIS). This position serves as a contact for administrators, counselors, teachers, specialists, and staff at Oregon CIS sites throughout Oregon. The position serves a critical role in outreach efforts to help Oregonians use Oregon CIS. Working closely with the User Services Coordinator and the Director, the position responds to user requests for support, including providing phone, email, and online webinar support. This position also develops online tools, marketing tactics, and support documents to facilitate enhanced use of Oregon CIS by staff, students, and clients at sites using Oregon CIS. The position works with a high degree of independence.

This position is a public face of Oregon CIS. The decisions and actions impact our relationships with sites, our reputation in the state, and our budget.

Internally, this position supports programmers and helps maintain the Oregon CIS website by creating web content and graphics, evaluating usability, and helping design new online tools. This position assists in evaluating and optimizing website structure and information presentation. Soliciting feedback from sites and staff, the position assists with planning and recommending enhancements to address the various Oregon CIS audiences on existing platforms as well as new platforms such as social media and tutorials.

The User Services Specialist reports to the Oregon CIS Director.

Minimum Requirements

• Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations; OR
• an equivalent combination of training and experience.

One year of postsecondary education may be substituted for up to one year of the experience.

Professional Competencies

• Knowledge of project-specific software such as Photoshop, InDesign, Premiere Pro, Captivate, and Zoom.
• Knowledge of Microsoft Office software such as Word, Excel, Access, and PowerPoint.
• Ability to follow written procedures described in user guides and technical manuals.
• Ability to follow office grammar and style standards for technical writing, correspondence, and data formatting.
• Ability to design and conduct surveys.
• Ability to organize and carry out multiple projects and to meet deadlines.
• Excellent attention to detail.
• Ability to maintain complete and accurate paper and electronic files.
• Ability to work both independently and in teams.

Preferred Qualifications

• Experience providing customer service by telephone, email, and video/screen-sharing.
