Department Summary

The Central Business Service Office (CBSO), a shared service office, provides service to a variety of units within the Office of the Provost portfolio. Specific support is provided in the areas of Finance, Human Resources (HR), Payroll, Purchasing, Contracting, Travel, and Accounts Payable.

The mission of the CBSO is to provide consistency through centralized services, offering our expertise in processing a wide variety of financial and human resources transactions and functions including acting as a liaison to the Business Affairs Office, Purchasing and Contracting Services, University Human Resources, and Payroll Administration. We are committed to providing superior customer service and creating partnerships with our customers to ensure their needs are fulfilled to the highest standard.

The CBSO unit provides shared services for several organizations within the Office of the Provost portfolio including:
• College of Design
• School of Journalism & Communication
• College of Education
• Clark Honors College
• Ballmer Institute
• Lundquist College of Business
• School of Music and Dance

Collectively, the units supported by CBSO represent a large and complex enterprise consisting of more than 3,500 employees and over $160 million in annual operating budgets. In addition to state-funded operations, CBSO supports a diverse portfolio of funding sources, including sponsored projects, research funding, gifts, foundation funds, designated operations, and outreach activities. The office manages a wide variety of financial and human resource transactions across these funding sources and provides guidance to ensure compliance with university policies, sponsor requirements, and applicable regulations.

Position Summary

The Business Operations Technician provides a wide range of comprehensive technical support by interpreting program policies and regulations, offering technical advice and consultation, reviewing accounting operations, reviewing financial and accounting operations, and producing reports of findings with recommendations for improvement.

This position supports and performs a full range of business and financial functions, including purchasing, contracting, accounts payable, reimbursements, and related transactions for including both stateside and UO foundation funds. Responsibilities include processing and reviewing invoices, contract and purchase order payments, journal vouchers, reimbursements, and other business transactions; ensuring documentation is complete, account coding is accurate, and transactions are processed in accordance with established policies and procedures. This position monitors and reconciles financial activity, maintains accurate records within financial and business systems, and tracks transactions and issues from initiation through resolution.

Working closely with faculty, staff, administrators, vendors, and other internal and external stakeholders, the position provides guidance on purchasing, accounting, contracting, and business processes; resolves operational issues; and supports the consistent application of university policies and requirements. All expenditures and financial transactions are reviewed and monitored to ensure compliance with federal, state, grant, IRS, and UO Foundation regulations, as well as university policies and audit requirements.

This position exercises independent judgment in applying UO business expense, IRS, purchasing, and contracting policies. Non-routine or unusual situations are handled in consultation with the Associate Director or Assistant Director of the CBSO. Due to the complex nature of this work, the position requires strong analytical and problem-solving skills and the ability and skill to research, interpret, and resolve financial and operational issues.

This position reports to the Assistant Director of Business Operations.

Minimum Requirements

• 12 quarter hours (8 semester hours) of Accounting courses OR an Associates Degree in Accounting;
AND
• One year of experience that includes entering, compiling and/or reporting financial information;
OR
• An equivalent combination of education and experience.
• Transcripts must be submitted for all required and/or related courses. All courses must be from accredited colleges, universities, or private vocational schools.

Professional Competencies

• Proficiency in Microsoft Excel and Outlook (or similar).
• Ability to organize tasks effectively with attention to detail and accuracy.

Preferred Qualifications

• Experience using integrated student information systems such as Banner, PeopleSoft, or similar.
• Experience using Banner, Duck Depot, Concur, or similar financial/procurement systems.
• Experience with accounts payable.
