Educational and Community Supports (ECS), a research unit within the University of Oregon’s College of Education, is a leader in conducting and disseminating research that addresses common education problems. The mission of ECS is to develop and implement practices that result in positive, durable and scientifically substantiated change in the lives of individuals with disabilities and their families. Our research process involves identifying challenges faced by educators and families, developing and testing practical solutions, and using the principles of implementation science for equitable and sustainable systems change. The research from ECS is currently being used in over 25,000 schools across the United States and in over 20 other countries across the world. Position Summary

The purpose of the Business Manager is to serve as the Administrative/Fiscal officer for Educational and Community Supports (ECS). The Business Manger provides fiduciary oversight and leadership related to finance and budget for all ECS activities (grants, research, software development, and distribution). Specifically, the Business Manager is responsible for strategic budget planning to include allocation of financial, personnel, and office resources; managing all regular business operations; oversight of grants and contract management; business and fiscal management, advising leadership on all aspects of financial and administrative policies and regulations and day-to-day functioning of the ECS. The Business Manager provides administrative and fiduciary support required to ensure the ongoing viability and success of research projects, grants, contracts, and market enterprises.

Additionally, the Business Manager serves as one of the five members of the ECS Executive Leadership team along with the Director and Co-Director. As such, the Business Manager contributes to strategic planning, as well as to the development of policy and annual objectives for the research unit. The Business Manager is responsible for the dissemination of policy and goals within the research unit as well as operationalizing these goals. This position also serves as an extension of the ECS Director, acting as his representative when requested, with the authority to represent the unit as appropriate and to coordinate with other units within the UO and with external partners on behalf of ECS. This position reports to the Director of Educational and Community Supports.

The Business Manager manages the ECS Business Operations team by assigning work, developing work procedures consistent with policy, establishing work schedules, and monitoring work performed in order to meet agreed-upon goals, objectives, and target dates.

Minimum Requirements

• Bachelor’s degree and five years’ experience in accounting, budget management, compiling and/or reporting financial information, and the ability to analyze budgets and recommend budget strategies.
OR
• Seven years' experience in accounting, budget management, compiling and/or reporting financial information, and the ability to analyze budgets and recommend budget strategies. 

AND
• Two years of experience in personnel procedures and practices and supervision in a complex organization.
• Two years of experience working in an automated financial information system.

Professional Competencies

• In-depth understanding of financial and management practices.
• Proficiency with software and technology, including accounting and HR systems, grant submission systems (UO’s and various funding agencies’), word processing and spreadsheets.
• Project management and organizational skills.
• Strong interpersonal and written communication skills.
• Ability to work effectively with faculty, staff, administrators, and students with diverse perspectives and backgrounds.
• Ability to manage competing priorities and meet timelines during periods of high demand.
• Strong analytical and financial modeling skills with proven ability to plan effectively, strategize as a team, prioritize, and manage many tasks at once.
• Ability to operate discreetly and in full compliance with the law and any applicable agreements on issues related to personnel and other non-disclosure matters.

Preferred Qualifications

• Experience with complex financial and administrative policies, rules, and procedures in a higher education setting.
• Familiarity with federal grant Uniform Guidance policies and reporting requirements.
• Knowledge of the Banner database and Federal grant websites such as G5.
