Department Summary

The University of Oregon Fire Marshal (UOFM) program is a specialized unit within the Environmental Health and Safety (EHS) section of the Safety and Risk Services division within the Vice President of Finance and Administration portfolio. The University of Oregon Fire Marshal group is a small, cohesive team whose purpose is to improve the safety of campus users through regular inspections, testing, and maintenance of safety infrastructure and processes. The members are cross trained with each having an individual area of specialty. UOFM work impacts all physical locations including Eugene, Charleston, Portland, and Pine Mountain Observatory, as well as the safety of all students, faculty, staff, and visitors to campus.

Safety and Risk Services (SRS) is a unit within the Finance and Administration portfolio. Finance and Administration is a vibrant and varied portfolio serving all aspects of campus life. Our employees perform a wide range of functions including offering essential financial tools and support to the university’s many departments, providing key resources to employees, and keeping campus safe, clean, accessible, and beautiful.

Safety and Risk Services’ mission is to collaborate with all campus constituents (students, staff, faculty, and visitors) and the surrounding community, to safeguard life and health and mitigate threats to the university’s core mission of academic excellence, research, and public service. Safety and Risk Services comprises Emergency Management and Continuity, Environmental Health and Safety, Campus Mapping, Risk & Insurance, and the University of Oregon Police Department. SRS fulfills its mission by providing a variety of professional services, technical assistance, training, and regulatory oversight. The total Safety and Risk Services portfolio includes around 125 employees and a current annual operating budget of approximately $15 million.

Position Summary

The Fire Safety Officer position reports to the UOFM Fire Protection Manager. The Fire Safety Officer position works with other UOFM staff to provide functional direction and monitoring of implementation of University Policy IV.05.03 Physical and Environmental Security. The incumbent will evaluate and interpret life safety codes, standards, and UO policies and practices to assist the University in maintaining fire-safe buildings. The Fire Safety Officer is required to obtain and maintain ICC Fire Inspector 1 certification within 6 months of hire.

The Fire Safety Officer makes both independent and collaborative decisions. Decisions may include assessment of fire code compliance related to building occupant activities, building fire protection systems, and whether facilities may be safely used. Decisions may also include guidance provided to campus trades maintenance staff and specialty fire protection system contractors to facilitate efficient and effective inspection, testing, maintenance, and repair of university fire protection systems. This position provides campus-wide customer service related to fire and life safety. The Fire Safety Officer is a member of a fire life safety team which regularly staffs large events, which may occur evenings, weekends, and holidays.

The position provides essential services to university operations, both routine and emergency. The position is subject to overtime call-back response to incidents involving fire, urgent fire protection systems repair, hazardous conditions, or other incidents as necessary. This position may require work travel to university satellite campuses located approximately two hours from Eugene Oregon.

The Fire Safety Officer typically works four 10-hour shifts weekly, Wednesday through Saturday. Position works a ‘flexible work schedule’ and as such, the incumbent must, on occasion, be available to work with minimal notice on various shifts and/or hours, including weekends and holidays.

Special Requirements:
• Position requires a valid driver’s license and the ability to obtain UO Driver’s Certification.

Minimum Requirements

• A Bachelor's degree with primary focus (45 quarter hours or 32 semester hours) in the physical sciences; AND
• Two years of related professional experience in environmental, health, or safety; OR
• A satisfactory equivalent combination of education, experience, and/or professional certifications.*

Graduate level courses in the subject areas may be substituted, on a credit-hour basis, for a portion of the required experience.

Preference may be given to applicants who have completed graduate-level courses or have additional experience in Industrial Hygiene, or in occupational, public, or environmental programs.

Transcripts must be submitted for all required and/or related courses.

* Equivalent experience, education, and certifications might include a combination of Associate’s or higher level degree; experience in fire safety, fire science, fire prevention, or a related field; experience with fire alarms, suppression systems, or life safety systems maintenance; and/or certifications relevant to the work to be performed. Preferred Qualifications

• Experience conducting and completing building level fire inspections.
• ICC Fire Inspector I certification or ability to successfully acquire ICC Fire Inspector I certification within 6-months of hire.
• Ability to operate equipment such as, but not limited to, vehicle and various hygiene equipment.
• Experience working special events with a focus of life safety inspections.
• Experience maintaining fire protection systems.
• Experience working in higher education or campus setting.
• Experience working in large building environments (e.g. – mechanical rooms, utility tunnels, and other specialty environments) subject to extremes of temperature, humidity, and requiring navigation of ladders, constricted spaces, etc.
• First Aid and CPR Certification
