Department Summary

Campus Planning and Facilities Management (CPFM) is a vibrant unit within the Finance and Administration portfolio. CPFM is comprised of five departments, and approximately 270 employees: Facilities Services, Utilities & Energy, Campus Planning, Office of Sustainability, and Design & Construction. CPFM is responsible for planning, building, maintaining, and operating the infrastructure that supports the University. Utilities and Energy (U&E) provides steam, chilled water, electricity, and other district energy services to the University of Oregon’s main campus in Eugene, Oregon. Our team is comprised of approximately 25 diverse and specialized staff including utility electricians, co-generation engineers, maintenance technicians, and administrative staff. Our Central Power Station is staffed 24 hours a day, seven days a week, and 365 days a year. Major assets that we operate, maintain, and repair include:

o 10MW combined heat and power (CHP) plant
o 2 industrial natural gas fired boilers
o 7,500 ton chilled water plant
o 3 million gallon thermal energy storage tank
o 6.5MW emergency power generation
o 4 miles of distribution tunnels with connections to more than 80 buildings
o Instrumentation and controls

We work closely with Design and Construction, Facilities Services, Safety and Risk Services, the Sustainability Office, Research and Innovation, Information Services, Housing, and our local utility providers to deliver safe, reliable, cost and energy efficient utilities to the University of Oregon.

Position Summary

The Utilities and Energy Analyst Programmer is responsible for providing support in maintaining network-level communication and processes between Utilities systems and campus IT infrastructure. This position will perform network analytics, maintain and update communication configurations between utilities control equipment, and analyze and maintain utilities control systems. The role involves updating associated logic, performing utilities-level network troubleshooting, and conducting the installation, maintenance, and repair of utilities control systems. This role also works with advanced SCADA control systems, automation software (such as Rockwell PLCs, HMIs, FactoryTalk), and power monitoring systems. The Analyst Programmer collaborates with outside vendors to support utilities control systems for data acquisition, logic updates, and operational system capacity reviews. They provide recommendations to Utilities and Energy leadership to contribute to long-term goals and the effective operation of the University of Oregon’s Utilities and Energy SCADA systems. Additionally, the Analyst Programmer supports meter acquisition processes, serves as a backup meter reader, and works closely with IT and other departments to ensure the smooth operation of the university's utility systems. A thorough understanding of plant operational and control systems is required.

The Utilities and Energy Analyst Programmer works alongside a diverse campus community, including building liaisons, major auxiliary groups, energy groups, and electrical and maintenance staff. The position often involves independent work while also contributing as a team member. Decisions impact best practice methods and materials necessary to perform technical tasks for the Utilities group.

Work is reviewed directly by the Utilities Electrical Associate Director to ensure efficiency, safety, and adherence to expectations and requirements. Performance appraisals are conducted annually.

On-Call Rotation
This position may be required to serve on-call duties on a rotational or regular basis, including responding to emergencies during off hours, weekends, and holidays. On-site response to campus is expected within 45 minutes of a call. Communication is via cellular phone.

Essential Personnel
This position is essential personnel and may provide services during emergencies and inclement weather. Essential services and functions are required during these times.

Minimum Requirements

• This classification requires a basic foundation of knowledge and skills in systems analysis and related programming support functions generally obtained by a bachelor's degree in computer science, or an equivalent amount of training and applied experience.

Professional Competencies

• Strong understanding of PLC maintenance, server infrastructure, and network protocols.
• Ability to troubleshoot complex OT/IT integration issues.
• Knowledge of cybersecurity protocols and password management in OT environments.
• Ability to work in challenging environments, including confined spaces and outdoor locations.
• Strong problem-solving and technical troubleshooting skills.
• Excellent communication and collaboration skills.
• Attention to detail and strong documentation practices.
• Ability to work independently, especially while on-call for emergencies.

Preferred Qualifications

• Experience working or consulting in higher education.
• Experience in utilities-related SCADA systems networking and IT related issues.
• 3 years of experience working with PLCs, SCADA systems, and utility operations.
• Experience with integration software, server maintenance, and IT collaboration within a Utility atmosphere.
• Experience troubleshooting control communication protocols (e.g., BACnet, Modbus, TCP/IP, Siemens, Rockwell).
• Experience working with virtual and/or physical SQL servers and writing complex SQL queries.
• Experience using optimization methods and procedures.
• Experience with metering systems (e.g., Power Monitoring Expert), Siemens building automation, Rockwell, and/or DreamWorks software.
• Experience working in utility environments, including confined spaces and utility tunnels.
